Selling a Club Permit (Red Plate) Vehicle

If you are selling a vehicle that is currently operating under a Victorian Club Permit Scheme, it is important to follow the correct process set out in the Road Safety (Vehicles) Regulations 2021.

Key rule

A club permit cannot be transferred. Under Regulation 195, once the vehicle is disposed of (sold or given away), the existing club permit ceases to have effect. The new owner must apply for their own club permit if they wish to continue operating the vehicle on red plates.

What the seller must do

1. Record the sale Complete the official VicRoads Receipt of vehicle sale form (the form supplied by VicRoads and available for download). This form does not need to be lodged with VicRoads. It is simply a clear written record between seller and buyer that both parties should retain as proof of the transaction. Fill in the seller and buyer details, vehicle details, sale price, date and time of sale, and ensure both parties sign and date the form.
2. Delivery to the new garage The new owner is permitted to drive the vehicle to their home or garage address.
3. Immediately after the vehicle arrives at its new garage address the seller must ensure that:
   • The club permit label and the club log book are removed from the vehicle and destroyed.
   • The club permit number plates are removed from the vehicle.
4. Number plates Unless the vehicle is remaining with the same approved club and the other VicRoads conditions for plate retention are met (permit current or expired no more than three months, same vehicle, new owner a member of the same club), the number plates are returned to the previous owner (the seller). The previous owner may then return the plates to any VicRoads Customer Service Centre once the club permit has been cancelled.
5. Cancel the club permit Cancel or surrender the club permit with VicRoads (via myVicRoads or in person at a Customer Service Centre).

What the buyer must do

• Join an approved vehicle club (if not already a member).
• Apply for a new club permit in the normal way, including the required club paperwork and any roadworthy or a VASS certificate if it applies.

Important notes

• Do not leave the club permit label or log book in the vehicle after it has reached the new garage address.
• Keep a copy (or clear photo) of the completed Receipt of vehicle sale form for your own records.

Following these steps keeps both the seller and the buyer fully compliant with the Regulations and avoids unnecessary complications with VicRoads.
